Public Fill Rate Page
The public fill rate page provides a read-only, shareable view of an event's fill rate data. It is designed to be shared with hospital clients and other external stakeholders who need visibility into staffing progress but do not have (or need) an HCSS Events Platform account.
Purpose
During strike staffing, hospital clients frequently ask: "How are we looking on staffing?" Rather than generating and emailing static reports, the public fill rate page gives clients a live link they can check at any time to see current fill rate data.

Generating a Public Fill Rate Link
To generate or retrieve the public fill rate link for an event:
- Open the event and navigate to the Requirements / Fill Rate tab.
- Click the Share button (or Public Link button) in the toolbar.
- A dialog appears with the public fill rate URL.
- Click Copy Link to copy the URL to your clipboard.
- Share the link with the hospital client via email, messaging, or other communication channels.
Link Format
The public fill rate URL follows this pattern:
https://app.hcsscorp.com/public/fill-rate/{event-id}
The {event-id} is a unique identifier for the event. The link does not expose any sensitive information in the URL itself.
Bookmark the Share dialog location so you can quickly retrieve the link when a client asks for it. The link does not change once generated — you can share the same URL repeatedly.
What the Public Page Displays
The public fill rate page shows a simplified version of the internal fill rate view. It is designed for clarity and ease of understanding by non-technical stakeholders.
Page Header
- Event Name — The name of the strike event.
- Client Name — The hospital or health system.
- Event Dates — The start and end dates of the strike.
- Overall Fill Rate — A large, prominently displayed percentage with color coding.

The page displays fill rate data organized by facility:

Color Coding
The same color-coded thresholds used internally are applied on the public page:

What the Public Page Does NOT Display
The public fill rate page intentionally excludes sensitive operational data:

The public page shows aggregated numbers only: Required, Confirmed, and Fill Rate at the facility, unit, and specialty levels. No personally identifiable information (PII) is exposed.
Managing Public Link Access
Enabling and Disabling the Public Link
You can control whether the public fill rate page is accessible:
- Open the event and navigate to the Requirements / Fill Rate tab.
- Click the Share button.
- Toggle the Enable Public Link switch.
- On: The link is active and accessible to anyone who has the URL.
- Off: The link returns a "Page not available" message. Previously shared URLs stop working immediately.

When to Disable the Link

The public fill rate link does not require authentication. Anyone who has the URL can view the page. Treat the link with the same care you would treat any shared confidential information. If you suspect the link has been shared with unintended parties, disable it immediately.
Automatic Behavior by Event Status
The public fill rate page behavior varies by event status:

Use Cases
Sharing with Hospital Administration
During a strike event, hospital leadership needs regular updates on staffing coverage. Instead of sending email reports that are immediately outdated, share the public fill rate link so they can check progress at any time.

Sharing with Union Representatives
In some scenarios, sharing fill rate data with union representatives may be part of the communication process. The public page provides transparency without exposing caregiver identities.
Embedding in Status Reports
The public fill rate URL can be included in status report documents or presentations. Since the page is always current, recipients can click the link for the latest data even if the report itself is days old.

Troubleshooting
Client reports "Page not available"
The public link may be disabled. Open the event, go to the Share dialog, and verify the Enable Public Link toggle is on.
Client sees outdated data
The public page shows real-time data. If the client sees data that seems stale, verify that candidate statuses have been updated in the system. The public page does not cache data — it always reflects the current state.
Link was shared with unintended recipients
Disable the public link immediately via the Share dialog. The URL will stop working within seconds. If needed, you can re-enable it later — the same URL will resume working. There is no mechanism to generate a new URL for the same event; disabling is the security control.
