Most survey campaigns in HCSS Events Platform are tied to a specific event -- targeting caregivers in an event's candidate pool with Availability, Confirmation, Travel, or Exit surveys. However, there are times when you need to survey caregivers outside the context of a specific event. General survey campaigns serve this purpose.

What Are General Campaigns?​

A general campaign is a standalone survey distribution that is not associated with any particular event. General campaigns use the same template, campaign creation, and response tracking infrastructure as event-tied campaigns, but they draw their recipient lists from the global caregiver database rather than an event's candidate pool.

Use Cases for General Campaigns​

General campaigns are well-suited for the following scenarios:

Broad Outreach​

Send surveys to a large segment of the caregiver database for non-event-specific purposes:

  • Availability pre-screening -- Gauge general availability of caregivers before any specific event is created. Useful during planning periods when multiple events may be upcoming.
  • Credential verification -- Periodically ask caregivers to confirm or update their credentials, certifications, and license status.
  • Contact information updates -- Request caregivers to verify their current email, phone number, and address.

Referral Programs​

Support caregiver referral initiatives:

  • Referral solicitation -- Ask active caregivers to refer colleagues who may be interested in strike staffing opportunities.
  • Referral follow-up -- Survey referred caregivers to collect their initial information and gauge interest.
  • Program feedback -- Gather feedback from caregivers about the referral program itself.

General Feedback​

Collect feedback that is not specific to any single event:

  • Organizational satisfaction -- Measure overall caregiver satisfaction with HCSS processes, compensation, and communication.
  • Process improvement -- Identify pain points in the onboarding, travel, or assignment process across multiple events.
  • Training needs assessment -- Survey caregivers about desired training topics or continuing education opportunities.
  • Annual surveys -- Conduct yearly or quarterly surveys to track sentiment trends over time.

Creating a General Campaign​

The process for creating a general campaign mirrors the event campaign workflow with a few differences.

Step 1: Navigate to General Campaigns​

  1. In the left sidebar, click Surveys.
  2. Click the General Campaigns tab at the top of the page.
  3. Click + New General Campaign.

Step 2: Select a Template​

  1. Choose a template from the dropdown. All template types are available for general campaigns.
  2. If you need a custom template that does not fit the standard four types, create one in Settings > Survey Templates with any combination of question types.

Step 3: Configure Campaign Details​

Step 4: Select Recipients​

Since general campaigns are not tied to an event, recipient selection works differently:

  1. Click Select from Caregiver Database.
  2. The global caregiver list appears with full search and filter capabilities:
    • Search by name, BlueSky ID, email, or phone.
    • Filter by status (Active, Inactive), specialty, state, or last event participation.
  3. Select individual caregivers or use Select All with active filters to bulk-select.

Saved Segments​

If your organization has defined saved caregiver segments (e.g., "All Active RNs in Texas", "Caregivers who participated in 2025 events"), you can select an entire segment:

  1. Click Select from Segment.
  2. Choose the saved segment from the dropdown.
  3. The recipient count updates automatically.

Custom Upload​

  1. Click Upload Recipient List.
  2. Upload a CSV file with an Email column.
  3. The system matches emails against the caregiver database and flags any unrecognized addresses.

For large-scale outreach, use saved segments to target specific populations. This avoids manually selecting hundreds or thousands of caregivers.

Step 5: Review and Create​

Review all campaign details and click Create Campaign. The campaign is created in Draft status.

Step 6: Send​

Follow the same process as event campaigns -- use Send Now for immediate delivery or Schedule for a future send. General campaigns require the GeneralSurveyCampaigns.Send permission.

Managing General Campaigns​

Campaign Dashboard​

General campaigns have the same dashboard as event campaigns, with all five key metrics (Total Sent, Opened, Started, Completed, Response Rate), the response timeline chart, and the recipient list.

The only difference is that the dashboard does not show event-specific context (facility, assignment status) since the campaign is not tied to an event.

Sending Reminders​

Reminders work identically to event campaigns:

  • Automatic reminders follow the configured schedule.
  • Manual reminders can be sent to non-responders, partial completions, or individually selected recipients.
  • Reminders require the GeneralSurveyCampaigns.Send permission.

Viewing Responses​

Click any recipient's name in the recipient list to view their individual response. Responses can be exported as CSV for analysis.

Permissions​

General campaigns have their own permission set, separate from event survey permissions:

These permissions are typically assigned to the Admin and Supervisor roles. The Scheduler role does not have general campaign permissions by default.

note

General campaign permissions are managed separately from event survey permissions. Having the Surveys.Create permission does not automatically grant GeneralSurveyCampaigns.Create. Contact your administrator if you need access to general campaigns.

Best Practices​

  1. Name campaigns clearly -- Since general campaigns are not tied to events, clear naming conventions are essential. Include the year, purpose, and audience in the name (e.g., "2026 Q1 - RN Credential Verification - Texas").

  2. Set realistic deadlines -- General campaigns often have lower urgency than event campaigns. Allow two to three weeks for responses and configure reminders accordingly.

  3. Keep surveys short -- General surveys compete with event-specific communications for caregiver attention. Keep them concise and focused on a single topic.

  4. Use segments for targeting -- Avoid sending general surveys to your entire caregiver database unless the topic is universally relevant. Targeted campaigns yield higher response rates and more actionable data.

  5. Archive completed campaigns -- After analyzing results, archive general campaigns to keep the campaign list clean and focused on active work.
